The Energy Act, 2019 obliged the sector Regulator to designate a System Operator who was not involved in the direct or indirect buying or selling of electrical energy. With this role historically played by KPLC, the formalisation of KETRACO as the system operator takes cognisance of the growing number of entrants into the electricity distribution sector and the changing structure of the electricity market.
