Kenya’s Cabinet Secretary for the National Treasury recently published the Public Finance Management (Toll Fund) Regulations, 2021. These are aimed at establishing a centralised and mandatory framework on the administration of toll revenues in Kenya and will be applicable to tolls collected on public roads that have been declared as toll roads by the Cabinet Secretary responsible for roads pursuant to section 3(1) of the Public Roads Toll Act, Chapter 407 of the Laws of Kenya.
